The last three years of services experience, for all team members identified on the SeaPort-e Contractor Information Registration Site, is listed by functional area and specific program, as appropriate. The contractor may also include a description of the products (deliverables) provided.
Avineon, Inc. (Avineon), along with its proposed subcontractors, is capable of providing support in all seven (7) geographical zones, as well as all Functional Areas of the SOW. Our team's specific experience in each Functional Area is discussed below. The zones in which each team member offers such services are indicated in parentheses.

Performed Small Business Innovative Research (SBIR) scientific studies and system design and trade-off studies in support of the combat system Fleet Readiness Program. Avineon developed and evaluated data warehouse and software evaluation techniques to assist combat system engineers by automatically synchronizing multiple equipment configuration database systems.

Performed development and integration of a software segment for the Expeditionary Warfare Decision Support System (EDSS) to support planning for amphibious operations in the littoral areas.

Selected by the Navy to lead a team of specialized companies, tasked to research and develop a new concept for an electromagnetic drive system that will replace the existing hydraulic-based deck edge elevator drive system currently found onboard Navy aircraft carriers.

1 Avineon, Inc. (Zone 2)
Developed prototype software to collect and integrate gas turbine propulsion and electrical generation engines performance data to support the creation of fuel curves. Avineon completed the design and development of the prototype tool to be installed aboard a US Navy destroyer for sea trials. The software was installed on the ship and was integrated into the network to provide access to raw Integrated Condition Assessment System (ICAS) data. This data was consolidated and reduced to engine configuration specific fuel curves to assist the officers and crew with selection of optimum engine configuration and ship speed. Subsequent to the at-sea test, the data was used to develop speed-time data to assist in the evaluation of energy consumption and conservation.
2 AMSEC / SAIC (Zones 1, 4, 5)
Lead systems engineer and software developer for the Navy's mine warfare tactical decision aid. MEDAL integrates the models and algorithms developed by NSWC Panama City into a planning and simulation tool that is Defense Information Infrastructure ( DII ) Common Operating Environment ( COE ) compliant and is a segment of the Global Command and Control System (GCCS).

Conducted a system engineering study that investigated the failed rotor on a New Design General Electric 500kW Ship's Service Motor Generator set that exhibited a loose DC armature core on the rotor shaft's spider arms.

Established a fuel nozzle development program with major fuel nozzle vendor that allowed for the continued improvement of fuel nozzles based on operational performance, failure modes and effects analysis and reverse engineering. This task included the engineering development of a new nozzle, and the manufacturing of a prototype, under LCE supervision, for testing. LCE developed and executed a test plan for the prototype nozzle, and based on the test results, assisted the vendor in the development of modifications

Developed and maintained the LHD 8 SDM project library, which includes all contractor submittals and Government responses, as well as internal SDM team correspondence. Avineon developed an electronic folder structure and computerized databases to maintain version control and to preserve design history. Created and maintained a test matrix showing latest technical documentation related to factory acceptance and first article testing for LHD 8 equipment. Provided configuration and integration technical support for all the legacy flight procedure software applications for transition on to the NMCI network.

Reviewed existing/developed new technical documentation for NSWCCD-SSES cognizant HM&E ship system(s) to ensure the proper life-cycle logistics support information was available before deployed or re-deployed after a ship or machinery alteration (MACHALT) has occurred.

Provided technical and logistic support services required to develop and integrate technological improvements focused on the logistic support of the maintenance processes for the U.S. Navy. Relevant projects completed for NSWCCD-SSES included EOSS programming and database development, TM and IETM development, maintenance and programming, TM authoring, PMS authoring and maintenance (AEC and ship's force), PMS programming support, CMP and ICMP updates, Configuration Data Management Database - Open Architecture (CDMD-OA) and Weapon System File (WSF) research, and provisioning of new alteration equipment and materials.

Developed NAVTERPS and AVNAVTERPS software applications to automate the Terminal Instrument Procedures (TERPS) criteria for flight procedures check-off and obstacle evaluation.

Provided support to the Joint Countermine Application (JCA) to extend the MEDAL baseline into the very shallow water/surf zone and inland to support Army/Marine Corps countermine operations.

Provided consulting and software development support to a wide range of military customers, including FTSCPAC and SPAWAR. LCE has converted existing documents to XML, developed XSL style sheets for new and existing documents, developed schema and Data Type Definitions (DTDs) for existing and new classes of documents and created web based XML applications. LCE incorporated XML/XSL into reporting components of the message tracking program for FTSCPAC, incorporated XML into web based discrepancy tracking and monitoring systems for the Coast Guard and developed schema and style sheets for converting SPAWAR ULSSs and converted the existing NITES 2000 ULSS to the new XML format.

In support of an SBIR project, LCE is developing a Real-time On-line Reliability, Maintainability, Availablity (RMA) trends and analysis reporting assessment database for submarine Towed Array Systems. Submarine Towed Array Systems (TAS) required a process for automating the collection of system specific data related to fleet-wide operational performance. The purpose of implementing such a process is to realize the benefits of Condition Based Maintenance (CBM) to these remotely operated, externally located systems. This LCE project integrated elements that automatically collect real-time on-line Reliability, Maintainability and Availability (RMA) data, conducted diagnostic/prognostic analysis, and provides reports and online access.

Assessed Manpower, Personnel, and Training (MPT) impacts for all new/modified NSWCCD-SSES cognizant ship machinery, systems, and equipment. Demonstrated how proposed changes met the MP&T requirements necessary to operate and maintain new systems in their intended environment and how the new approach achieves the supportability requirements of the platform it is to be installed upon, along with the shore-based infrastructure established to support continuing MP&T requirements.

This included, scheduling approved ShipAlts and A&I for upcoming availabilities, tracking completion, monitoring system availability, interfacing with operational units and providing yearly Flag level status reports of system configuration and reliability.

Provided programming quality assurance support on NAV and AVNAVTERPS software to ensure that all Terminal Instrument Procedures (TERPS) criteria were met.

Developed numerous QA procedures for installation of system upgrades, manufacturing of gas turbine fuel nozzles and MG set overhauls in support of NSWCCD-SSES. These tasks have included developing the governing documentation for the scheduling of in-process QA checks, establishing performance criteria for manufactured items, and the drafting of documents outlining the minimum QA standards acceptable to the government for machined parts. Additionally, LCE has developed its own QA procedures, approved by NSWCCD-SSES for shipboard industrial work, including personnel qualifications, safety procedures and minimum quality standards for welding, brazing, and other industrial procedures.

Maintained the NAVSEA web-based Management Operating System (MOS) for the LHD 8 SDM. Migrated data provided by the SDM team leads (in Microsoft Excel) to a Microsoft Access database in order to generate data to be migrated into MOS. Analyzed legacy applications to be migrated to NMCI. Migrated all the NAVFIG applications for transition to the NMCI network. Performed maintenance and provided technical support of the NMCI network for NAVFIG . Prepared documentation for NMCI data validation and network implementation. Provided technical support for hardware and software that are outside the cognizance of NMCI.

Developed documentation and provided crew training in the use of prototype software installed aboard a US Navy destroyer. During the sea trials, the software was installed on the ship and the engineering staff was trained in the use of the tool to develop engine configuration specific fuel curves to assist the officers and crew with the selection of optimum engine configuration and ship speed.
2 New Enders Corporation (Zone 2)
New Enders Corporation has been successfully developing military and technical training presentations for twenty (20) years. Starting with Video surveys, under the former company Gardy-McGrath (Int'l), Inc., New Enders Corporation has produced over 850 technical media training presentations for such entities as the US Navy, Military Sealift Command, US Coast Guard, SPAWAR, NORAD and the Maritime Administration. New Enders Corporation developed, refined and executed the VTT (Video Teletraining) Concept to NAVSEA's Incentivized Energy Conservation Program (I-ENCON).

1 New Enders Corporation (Zone 2)
New Enders Corporation developed and executed a Public Affairs and program awareness for the I-ENCON Navy wide and was instrumental in elevating the awareness of the program. In 2002 the I-ENCON program won the prestigious Presidential Award for Energy Conservation government wide. To foster awareness, New Enders Corporation developed an easy to use informative and fully functional website which allowed the individual ship crews to check on the status of their ship as well as review all historical ship performance data. In addition all training and instructional aids were included allowing on-line education in ENCON principals.
